Ministry Decree of 17 December 2009 has been published in the Official Gazette. It makes contribution relief on the amounts paid based on company and national collective bargaining expectations for the past year operative. Two important changes are noted compared to 2008:
1)   lowering of the remuneration ceiling on which it is possible to request relief, which drops from 3% to 2.25%. The ministerial measure however contemplates that should the available resources (Euro 650 million) be insufficient for guaranteeing the facilities to who has presented the application, INPS will reduce the percentage of access to the benefit proportionate to the surplus of the expenditure ceiling;
2)   possibility of requesting relief also for agreements that have not previously filed, provided that they have been delivered to the Provincial Management of Labour within 30 days after the implementing decree goes into effect.
