Indeed, establishing age limit for the beginning of qualifying apprenticeship through &ldquo;<i>external formal education<\/i>&rdquo; at 15 years old, Regional Law comes out the issue of professional training and impinges the one of &ldquo;<i>education general rules<\/i>&rdquo;, which, at the contrary, represents sole competence of national legislator.
