{"id":24213,"date":"2020-02-03T09:06:00","date_gmt":"2020-02-03T08:06:00","guid":{"rendered":"https:\/\/www.delucapartners.it\/news\/the-draft-agreement-of-the-national-collective-bargaining-agreement-on-credit-has-been-signed\/"},"modified":"2026-02-16T16:14:33","modified_gmt":"2026-02-16T15:14:33","slug":"the-draft-agreement-of-the-national-collective-bargaining-agreement-on-credit-has-been-signed","status":"publish","type":"post","link":"https:\/\/www.delucapartners.it\/en\/insights\/the-draft-agreement-of-the-national-collective-bargaining-agreement-on-credit-has-been-signed\/","title":{"rendered":"The Draft Agreement of the National Collective Bargaining Agreement on credit has been signed"},"content":{"rendered":"\n<p>On 19 December 2019, the Italian Banking Association &#8211; <strong>Abi and the trade unions <\/strong>(Fabi, First Cisl, Fisac Cgil, Uilca and Unisin)<a> <\/a><strong>have signed the Draft Agreement for the renewal of the National Collective Agreement on Credit <\/strong>(the &#8220;<strong><em>Draft Agreement<\/em><\/strong>&#8220;), which expired on 31 December 2018.<\/p>\n\n\n\n<p>The Collective Agreement, as renewed, will be <strong>valid until 31 December 2022.<\/strong><\/p>\n\n\n\n<p><strong>The\nSteering Committee<\/strong><\/p>\n\n\n\n<p>Among\nthe innovations introduced by the Draft Agreement is the establishment of a\n&#8220;<em>Steering Committee<\/em>&#8221; on\ndigitization. The <strong>Steering Committee<\/strong>\nis composed of a Joint Committee made up of the members of the Casl &#8211; the Trade\nUnion and Labour Affairs Committee &#8211; of the Italian Banking Association and the\ngeneral secretaries of all the trade unions. <strong>The new Committee is entrusted with the task of monitoring and\nanalysing the changes resulting from new technologies<\/strong>. The aim is to keep\nthe collective agreement up to date with the changes that digitization\nconstantly brings to work methodology.&nbsp; <\/p>\n\n\n\n<p><strong>New economic developments<\/strong><\/p>\n\n\n\n<p>An <strong>standard increase of EUR 190<\/strong> on the average figure with&nbsp; seven levels of seniority has been envisaged. The beneficiaries will be paid the increase in three &#8220;tranches&#8221;, i.e. on 1 January 2020 &#8211; EUR 80, on 1 January 2021 &#8211; EUR 70 and on 1 January 2022 &#8211; the remaining EUR 40. <\/p>\n\n\n\n<p><strong>New contractual developments<\/strong><\/p>\n\n\n\n<p>The\nDraft Agreement also provides for a number of new features affecting the\ncontractual aspect. Specifically<a>,<\/a> <strong>the starting salary for new recruits has been abolished<\/strong>. This means\nthat the value of the remuneration will be equalised for the same job and\nclassification. <\/p>\n\n\n\n<p>In\naddition, young people who are the recipients of an <strong>apprenticeship <\/strong>contract will have a classification within a <strong>maximum of 18 months<\/strong> of signing.<\/p>\n\n\n\n<p>The\nstructure of the levels of classification is modified. In the previous version,\n13 levels of classification were envisaged, but following the renewal the two\nlevels of the two lowest professional areas were merged, <strong>reducing the number of levels envisaged to 9 but leaving the\nremuneration substantially unchanged<\/strong>. <\/p>\n\n\n\n<p><strong>Legislative Decree 81\/2017<\/strong>,\nwhich regulates &#8220;<strong>smart working<\/strong>&#8220;, has been fully <strong>implemented<\/strong>, thus guaranteeing greater\norganisational flexibility to all addressees.<\/p>\n\n\n\n<p>The\nmileage distances related to staff mobility remain unchanged but <strong>the age limit for workers&#8217; consent is\nraised. <\/strong><\/p>\n\n\n\n<p>It should also be noted that, as part of\ndisciplinary proceedings, <strong>the\nterm<\/strong> assigned to the\nemployee <strong>to\nprovide the justifications <\/strong>is\ndetermined within <strong>7\ndays after receipt of the letter of complaint<\/strong>. Within that period the employee may <strong>request access to specific\ndocuments in writing<\/strong>,\nrelative to the facts object of the dispute, which is necessary for the full\nexercise of the right of defence, without prejudice to the limitations laid\ndown in the legislation on the protection of personal data. <strong>The term is interrupted with\neffect from the date of the request and starts again from the date on which the\ncompany gives a response to the employee<\/strong>.<\/p>\n\n\n\n<p><strong>Conclusions<\/strong><\/p>\n\n\n\n<p>The\nnew National Collective Bargaining Agreement, aims to strengthen the social\npact between companies operating in the banking sector and workers, so that, in\norder to maintain this objective, <strong>the\nagreement on Commercial Policies and Labour Organization signed on 8 February\n2017 will enter into the contract<\/strong>. <\/p>\n\n\n\n<p>The\nfloor now belongs to the workers who will have to vote on the Draft Agreement\nin the assemblies, which can start on 6 February 2020 and end on 13 March.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 19 December 2019, the Italian Banking Association &#8211; Abi and the trade unions (Fabi, First Cisl, Fisac Cgil, Uilca and Unisin) have signed the Draft Agreement for the renewal of the National Collective Agreement on Credit (the &#8220;Draft Agreement&#8220;), which expired on 31 December 2018.
