In November 2010 the decree which provided for 100 thousand jobs for the hiring of non-EU citizen domestic helps, carers and employees was signed. The so called “decreto flussi”, after the Court of Auditors examination, could be published in the Official Gazette within the end of the current year and, probably, the so called “click day” for the resident permit obtainment will be in February. The request procedure is the same of the one tested during the two last years (“decreti flussi” for 2007 and 2008), which is a data transmission procedure that assigns the resident permits to the first 100 thousand applications received by the Internal Ministry, depending on the requests arrival time. The mentioned requests will have to be sent by the employers, who will straighten out the position of the employees who work without the declaration of their earnings. However, the “decreto flussi” reserves more than a half hiring (53 thousand) to the workers which come from Egypt, Albania, Philippine and Moldavia.
