In particular, the Ministry has dwelled upon the so-called <strong>heter-organisation <\/strong>issue, by considering it the <strong>dividing criterion <\/strong>to establish whether a formal <strong>collaboration relationship <\/strong>simulates a real <strong>employment contract<\/strong>.
